The Former President's Progressive Alarm Overlooks Europe's Real Danger: Technological Decline.

The recent US national security strategy presents a flawed view of Europe. The document asserts that unrestrained immigration and what it terms "progressive" agendas pose an existential risk to the continent's identity. However, this perspective is based on a fundamental misreading of the situation. The true challenge confronting the EU is not societal but technological and economic lag.

The Stark Economic Divide Between the US and Europe

The data paint a sobering picture. From 2008 and 2023, American economic output surged by 87%, while a mere thirteen and a half percent growth for the EU. Over this time, European income per person fell from 76.5% to just half of the American figure. Remarkably, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Today, roughly half of the world’s top fifty tech companies are American, while a mere four are European.

The Innovation Deficit: The Core Problem

The growing disparity is driven by stronger productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly US-centric. Over the past five decades, 241 US firms have scaled into companies valued at over ten billion dollars, versus only fourteen in Europe.

This gap prompts a pressing issue: In the race for future industries like AI, semiconductors, and quantum computing, what is Europe positioned? Experts widely agree it is essentially a contest between two between the United States and China, with Europe starting at a significant disadvantage.

Root Causes of the Continent's Innovation Gap

Several major reasons account for this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for funding startups. Europe has yet to establish a true unified investment market, which limits the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A American entrepreneur can launch a service under one set of laws to access a consumer base of over 330 million. The European Union, despite a larger population, is divided among twenty-seven separate regimes, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has eroded its capacity for pioneering research.

The Road Ahead: Reasons for Cautious Optimism

In spite of these hurdles, there are reasons for optimism. European leaders are growing more conscious of the existential challenge and have started to propose substantial change. Key reports on European competitiveness and the internal market highlight the necessity of sweeping changes.

With the right incentives and regulatory reforms, these assets might enable far greater levels of business-led breakthroughs.

The continent still possesses considerable advantages: skilled workforce, excellent education systems, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these foundations could trigger a new wave of venture creation.

Crucially, even if the EU does not become the leader in creating cutting-edge tech, it can still dramatically boost productivity by adopting and adapting advancements from elsewhere.

A Critical Juncture

The European Union now stands at a critical crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been gradual. But, without decisive action to address its deep-seated problems, today's slow erosion could give way to a rapid and permanent decline in world influence.
